The first two stages will help in making feasibility recommendations that may include reworking on the objectives and trimming or upping the budgets. After an iterative process of objective-budget agreements, we come up with a PPC strategy plan.

The PPC plan will have the budget allocations geo-searchengine-product wise, keywords grouping, bid plan, ad copy creation, landing pages guidelines, and an optimization plan.

There might be 1000s of keywords, it makes sense to group them into related categories and have similar/same ads for the same categories. Each search engine has its own way of grouping and targeting options.
